Cy Parks grows up beside Morecambe Bay, where his eccentric mother keeps a boarding house for people with tuberculosis, and as a youth he is taken on by Eliot Riley, a hard-drinking tattooist and the best in the north of England. When Riley dies violently, Cy sails for America and opens a parlour of his own amid the funfair rides and sideshows of the Coney Island boardwalk, trading as the Electric Michelangelo. There he becomes infatuated with Grace, an enigmatic immigrant who performs in the circus and wants him to tattoo eyes all over her skin. The novel sets the seaside resorts on either shore of the Atlantic against each other.
