Frank, second in charge at a run-down hospital in a former homeland, has given up on it: hardly any patients come, whole wards are shut and equipment goes missing. Into this arrives Laurence Waters, young, hopeful and brimming with ideas, who is billeted in Frank's room and promptly calls him a friend. Frank wants nothing to do with his campaigns, and the other staff regard the newcomer with both admiration and suspicion. Meanwhile the nearby town fills with soldiers and with figures from the apartheid era, and after a theft at the hospital the two men are thrown into an awkward alliance in a South Africa still settling accounts with its history.
