A small island rich in nature, bought by a wealthy man, is home to forty households that live from its own resources and run it together; its people call it a paradise, the last peaceful refuge. Then a former head of state who once seized power in a coup settles there, hoping for a quiet retirement. Set on governing the island by himself, he first has himself elected president by a majority vote and then begins to change everything, ridding it of whatever he finds disorderly. The seagulls are the first to change, then the people. But some refuse to change and decide to resist every kind of intimidation. The allegory carries both environmental and political warnings.
