Feeling out of place in Tokyo and let down by a sect whose teachings he had half come to believe, Shiro goes home to his village and gets elected to its council. When Jingo, a friend since childhood, runs for mayor promising reform, Shiro pledges his support. But a member of the prefectural assembly has something on him and forces him to help rig the contest against Jingo, leaving Shiro torn in two.
