The novel is set at the end of the sixteenth century, when the Protestant estates and the Catholic Habsburg authorities of the Inner Austrian lands, on what is now Slovenian territory, are locked in a struggle for supremacy. Prince-Bishop Wolfgang is sent to cleanse the land, restore order and lead the people back to the true faith. In philosophical and theological conversations with his boyhood friend Count Friderik he reveals his true face, and that of Catholic power. Alongside them speaks the common people, presented collectively as a single character from which individuals step forward to tell their stories. To teach a lesson to the Protestants and the simple folk, a suitable woman must be found and a witch trial held before a suitable judge, but there are forces that want to prevent the burning. The private notes of the town scribe Miklavž run through the story.
