On Yugoslavia's Adriatic coast, under communism, Andrej delivers the mail in a drowsy little town, while Josip drives the old funicular up to the war memorial above it. Josip's marriage is miserable and he has a lover. Andrej, who takes photographs as a hobby, snaps the couple together and starts extorting money. Josip soon learns that someone is reading people's letters and stealing from them, and without knowing that the thief is his tormentor, he squeezes the postman in return. Each comes to depend on the other, until war arrives and the funicular is put to a new purpose.
