In the 1920s and 1930s, Ma Zhongying, a hot-blooded youth from Hezhou in Gansu, can no longer bear the oppression of his clan's elders and of the warlords. At seventeen he rises in revolt and becomes known as the Little Commander, and his troops win wherever they go, until a fierce battle with Ji Hongchang, a famous general of the Northwestern Army, costs them dearly. Ma escapes with what is left of his men and, under the name of the provisional 36th Division, marches west into Xinjiang. There Sheng Shicai, a general trained in Japan and a skilled schemer, is rising to power, and to stop Ma's attack he invites Soviet troops across the border. Ma's horsemen face them with horses, sabres and their own bodies, among the deserts and great mountains of the northwest.
