A Finnish working group comes to Venice, city of canals and carnival, to rescue its palaces from water damage. Engineer Marrasjärvi is an ordinary Finnish family man, while the expert Saraspää cultivates elegance; a cultural counsellor heads the delegation, and the secretary Tuuli watches. Arriving in dense fog, the visitors meet a Venice where commerce and art, love and death run together, and only a canal separates them from crime.
