A refugee from Iraq, now working for a vague consultancy in London, decides that an opera house would prove the war in Iraq was won, and hires a Zurich practice to design one. The job goes to Samarendra Ambani, Sam, born to a Swiss mother and an Indian father. Because his sister is severely disabled, his health has always defined him. Sam believes architecture quietly makes people happier, but in Baghdad he is arrested as a spy, beaten and sent home damaged. Undeterred, he accepts a new commission in Dubai: a library that doubles as a shelter, where suspicion soon falls on him again.
