The novel is set in the invented town of Vedmediv, near the Romanian and Hungarian borders. Mykhailo Oleksiiovych Chvak teaches history at the local school and is a Ukrainian by vocation; his pupils call him Carbide, the town knows him as Tys. Steeped in the Ukrainian past, he conceives the idea of digging a tunnel from Vedmediv to Hungary, so that every Ukrainian can get into Europe, and gathers partners for this patriotic venture. The town has no shortage of experts at moving drugs, kidneys or whole groups of people across the border: the smuggling guru Icarus, a businessman called the Genius of the Carpathians, the nimble mayor and the rich and dangerous Doctress. Each sees his own profit in the scheme.
